Privacy Policy – Manisa İçin Acil

This Privacy Policy applies to the Manisa İçin Acil app (hereinafter "Application") for mobile devices, developed by MANİSA BÜYÜKŞEHİR BELEDİYESİ (hereinafter "Service Provider") as a free service. This service is provided "AS IS".

1. Information We Collect

1.1 User Provided Information & Photo Uploads

The Application collects information you provide voluntarily. This explicitly includes your Turkish National Identity Number (TC Kimlik No) and phone number, which are required to verify your identity and facilitate direct contact during an emergency.

Furthermore, the Application allows you to upload photos when generating specific alerts (such as missing person reports or fire alerts). These photos are transmitted to and stored securely on our servers to assist emergency responders with visual context.

1.2 Automatically Collected Information

The Application may automatically collect certain device information, such as device type, operating system, and unique device IDs, solely to ensure the technical stability of emergency operations.

1.3 Anonymous Sessions

In critical, time-sensitive emergencies (such as the rubble/trapped alert), the Application is designed to prioritize your safety by automatically generating an anonymous session if you are not logged in. This ensures that distress signals are transmitted to rescue teams immediately without the delay of an authentication process.

2. Location & Direction Information (Emergency & Background Use)

Because this is an emergency and disaster response application, precise tracking is vital.

• Why we collect it: Manisa İçin Acil collects and transmits location data to enable emergency features, background tracking for safety, and rapid response even when the app is closed or not in use. Additionally, during specific alerts (such as fire reporting), the Application collects and transmits compass/directional data to help responders pinpoint the exact location of the threat.
• Who sees it: Transmitted location and directional data are strictly confidential and are ONLY accessed by authorized municipal emergency personnel (e.g., Fire Department, Medical Teams, Police/Zabıta, and Rescue Units).

Permissions used: ACCESS_FINE_LOCATION, ACCESS_COARSE_LOCATION and ACCESS_BACKGROUND_LOCATION. Users may revoke location access at any time via their device settings, though this will disable core emergency rescue features.

3. Bluetooth and Device Features

The Application accesses Bluetooth functionality (BLE) to support short-range communication during emergencies. Crucially, the app uses Bluetooth to not only scan for nearby devices but also to broadcast (advertise) signals from your device. This broadcasting capability is essential for rescue teams to locate your device offline when standard cellular networks fail.

The app requests the following permissions:

• BLUETOOTH_SCAN, BLUETOOTH_CONNECT, BLUETOOTH_ADVERTISE (for Android 12+)
• BLUETOOTH, BLUETOOTH_ADMIN (legacy support for Android ≤11)

The Application does not use Bluetooth to track or identify users outside of the explicit emergency app experience.

4. Contacts (Stored Locally)

The Application requires access to your contacts to provide core emergency features. Your contact data is strictly stored LOCALLY on your device. It is NEVER uploaded to our servers or transmitted to any external parties.

• READ_CONTACTS: Allows you to select trusted individuals from your phonebook to set as local emergency contacts.
• WRITE_CONTACTS: Allows the Application to save important municipal emergency service numbers directly to your device's address book for quick access.

5. Internet, Foreground Services & Device Boot

• Internet: The Application requires internet access to communicate with emergency servers and transmit distress signals (INTERNET permission).
• Foreground Services: The Application may run foreground services to enable continuous background operations required for emergency alerts (FOREGROUND_SERVICE permission).
• Device Boot: The Application uses the RECEIVE_BOOT_COMPLETED permission to automatically initialize critical background services and emergency listeners when your device restarts, ensuring you are always protected.

6. Third-Party Sharing & SDKs

The Service Provider limits data sharing strictly to operational necessities:

• Google Firebase / FCM: The Application uses Firebase Cloud Messaging (FCM) to send critical push notifications to your device. Your use of this service is subject to the Google Privacy Policy.
• Google Maps API: The Application uses Google Maps services to display locations and routing. Your use of these features is subject to the Google Privacy Policy.
• Legal Compliance: User information may be disclosed only as required by law or to protect public safety during a declared emergency.

7. Data Retention

• Emergency Data: Operational data (including uploaded photos, identity details, and location logs) is retained only as long as necessary to resolve the emergency or as required by public safety regulations.

8. Children

The Application is a public safety tool. We do not knowingly collect personally identifiable information from children under 13 for any purpose other than immediate emergency response.

9. Security

The Service Provider implements strict physical, electronic, and procedural safeguards (including encryption) to protect your transmitted data, ensuring it is only visible to authorized rescue personnel.

10. Your Choices

• Uninstalling the Application stops all information collection.
• You can manage permissions (location, contacts, Bluetooth, foreground service) directly in your device settings.

11. Changes to Privacy Policy

This Privacy Policy may be updated periodically to reflect new safety features. Continued use of the Application constitutes acceptance of changes.
